Polygon Direction

boolean PolyDir(polygon poly)
Tool detects direction of simple polygon and returns boolean
true - polygon is directed Clockwise (CW)
false - polygon is directed Counterclockwise (CCW)

Note : Tool does not check simplicity of the polygon
